How to Check If Land Falls Under a Flood-Prone Area in Chennai

For the residents and real estate buyers in Chennai, the events of 2015 and, more recently the 2023 Cyclone Michaung were valuable learning opportunities. They were brutal, but instructive. While looking to invest, one needs to realize that property in Chennai is particularly prone to floods during the northeast monsoons, and so while on a sunny day a plot may appear ideal, during monsoons, the same plot could very well be a flood risk. However, with simple due diligence, one can protect both family and money.

Visit the Site During or After Heavy Rain

The best way to see the land after the rain is by visiting it then. Observe the land for standing water or soil that is wet and marks of water on boundary walls. When you can’t make it there in the monsoon, the next best option is to talk to shopkeepers or neighbors. They are able to provide accurate information about the land’s state during previous monsoons.

Study the Terrain and Drainage

Find out how high the plot is above the street. If the plot is below the main road, it will probably get water. To avoid buying a plot that may collect surface water at the bottom of a valley, look for the following:

  • Stormwater drains on the road

  • Natural slope for stormwater drainage

  • Rivers, lakes near the site

When you purchase a plot in Gerugambakkam, you need to know the elevation of the plot relative to the Adyar river and the nearby lakes so that you do not have any flooding issues due to heavy rain.

Check Official Flood Maps and Records

There are various local government bodies that hold important flood-risk information you should check.

  • Vulnerability and hazard information. Tamil Nadu State Disaster Management Authority (TNSDMA).

  • Greater Chennai Corporation for stormwater drain data and lists of flood-affected areas.

  • Water Resources Department (WRD) for data about lakes, rivers and canals.

Enquire with the local administration if the region has featured in earlier lists of flood-affected areas.

Check Land Classification

See the Patta and revenue records and the Field Measurement Book (FMB) sketch. Make sure that the land does not fall under the category of water bodies, lake beds, Odais etc., as these cannot be developed legally. Clear ownership will be ensured by the Encumbrance Certificate (EC) and parent documents.

Check Proximity to Water Bodies

Taking into consideration the proximity of the land to bodies of water like lakes, rivers, and marshes can indicate the risks involved in purchasing it. When considering purchasing land for sale in Ponneri, purchasers should confirm how near the chosen site lies to the Kosasthalaiyar river basin and other flood-prone areas. Similarly, when in the process of finding land for sale in Chengalpet, one needs to see the distance of the particular site from the nearest lakes and tanks.

Confirm Approvals

Continue to push for approval and registration under DTCP or CMDA, if applicable, and RERA. The approved layouts should follow some drainage and road regulations, which will reduce the chance of waterlogging.

Talk to the Developer and Neighbours

Ask the builder himself: “Was the block flooding?” What sewerage and rainwater drainage facilities are available? An honest developer will be glad to answer and provide you with maps of the layout. Interact with residents already staying in the layout, as they will be aware of how it fares during monsoons.

Consult an Expert

In just a few hours, a civil engineer or a surveyor can evaluate the levels of soil and the drainage system involved, which is merely a small cost compared with the price of land.

Quick Checklist

  • Attend during or after rain

  • Compare land level with that of the road

  • Go through flood-affected area lists

  • Check Patta, FMB, and land classification

  • Confirm DTCP/CMDA approval

  • Talk to local residents

  • Take a specialist if there are doubts

Final Thoughts

The level of flooding threat in an area is not the same across neighborhoods. Thus, one should not determine the safety of an area based only on its name, a thorough field survey and document verification ensure that, going forward, you can purchase and own property with complete confidence.
